Hubei's provincial scholarship covers partial to full tuition and is administered by the universities themselves, each of which selects from a provincial allocation. This is the least centralised scheme on this list and it puts unusual weight on a single relationship: your university's international office decides who is nominated, and the criteria are not published.
What makes Hubei attractive is the arithmetic underneath. Wuhan is one of the cheapest university cities in the country by a wide margin, with monthly costs a fraction of Shanghai's. A partial tuition award here covers a smaller slice of the bill than it would in an expensive city, but the bill it is applied to is so much smaller that the difference is often less decisive than the cost base suggests. For a self-funded student, Wuhan is simply one of the places the numbers work best.
