Shandong University is the anchor: one of the oldest and largest comprehensive universities in the country, with the Qilu School of Medicine giving it a serious clinical programme, and engineering, natural sciences and humanities alongside. The university spreads across several campuses, which matters for housing because the location differs by faculty.
Jinan is the provincial capital of Shandong, calmer and cheaper than Beijing or Tianjin, and known as the City of Springs for its groundwater. It is not an international city and the job market for foreign graduates is quiet, but the cost base is low and the university is substantial. Shandong is also Confucius's home province, which gives the humanities and Chinese-studies side a local weight that few other cities can match.
